Replacement, recover or something less?

"Replacement" covers two different projects, and bids often mix them up:

  • Tear-off and replace. Everything down to the deck comes off. The contractor inspects and repairs the deck, installs new insulation (often tapered for drainage) and a new membrane, and re-does the flashing and edge metal.
  • Recover. A new roof goes over the existing one, usually with a cover board or insulation layer between them. Less disposal, less disruption, and often a lower price, but only allowed in certain conditions.

A replacement makes sense when the insulation is wet across large areas, the roof has failed repeatedly, the deck needs work, or the roof has already been recovered once. If the membrane is aging but dry, restoration or targeted repair may be the better use of the budget.

The two-layer rule and the energy code

Two code provisions shape almost every commercial re-roof in Champaign. This is general information; your contractor and the building department confirm what applies to your roof.

When a recover is not allowed

The 2021 International Building Code, which Champaign enforces, does not allow a recover where the existing roof already has two or more applications of any type of roof covering (Section 1512.2.1.1). It also does not allow a recover over a roof that is water-soaked or deteriorated to the point that it can't serve as a base. In practice: if your building was recovered once already, or if a moisture survey shows widespread wet insulation, plan on a tear-off.

When a tear-off triggers an insulation upgrade

Champaign applies the 2021 Illinois Energy Conservation Code to permits submitted on or after February 1, 2024. Under its roof-replacement provision, when a roof with insulation entirely above the deck is torn off and replaced, the new roof generally has to meet current insulation requirements for new construction. In this climate zone, code summaries often cite R-30 continuous insulation above the deck. Your contractor and the building department confirm the exact requirement.

That can add real cost compared with the roof you are replacing, and it can raise the roof edge enough to affect parapet height, edge metal, door thresholds and rooftop unit curbs. It also gives you a chance to fix drainage with tapered insulation. A recover is treated differently from a replacement. The energy code and insulation guide covers it in more detail, and the recover vs replacement guide walks through the decision.

How a commercial re-roof usually runs

  1. Survey

Roof walk, core cuts to count existing layers and check insulation, moisture survey where needed, and measurements of drains, curbs and penetrations.

  2. Proposal

System, insulation thickness and taper, attachment method, flashing and edge details, and warranty type. Compare these line by line, not just the total.

  3. Permit

Re-roofing generally needs a permit. In Champaign the contractor applies through the Fire Department's Building Safety Division. Urbana, Savoy and the county have their own offices; requirements vary.

  4. Install in sections

Good crews tear off only what they can dry-in the same day, protect interiors, and plan around tenants, deliveries and rooftop equipment shutdowns.

  5. Closeout

Final inspection, manufacturer inspection where a warranty requires it, as-built notes, photos and warranty documents in your hands.

Champaign's issued-permit lists regularly include commercial re-roofs; one commercial roof replacement permitted in March 2026 was valued at $273,600. Larger buildings run well past that. The step-by-step process page covers what owners do at each stage.

On a re-roof, the system price is only part of the number. The tear-off adder, energy-code insulation, tapered insulation for drainage, deck repair, curb and edge-metal work, and crane or lift access can add as much as the membrane. Questions to ask replacement bidders

  • How many existing roof layers did your core cuts find, and was the insulation dry?
  • Does this scope meet the energy code, and what insulation R-value and thickness are you including?
  • Who pulls the permit, and is the permit fee in the price?
  • Is the warranty a manufacturer no-dollar-limit (NDL) warranty, a material-only warranty, or your own workmanship warranty, and for how many years?
  • How will you protect the interior, tenants and rooftop equipment during tear-off?
  • What is your Illinois unlimited roofing license number? Verify it at idfpr.illinois.gov.
  • What happens if you find rotted deck, and what is the unit price for deck replacement?

We ask contractors to confirm their IDFPR unlimited license; you should still check every bid.

Commercial roof replacement FAQ

Can a new commercial roof go over the old one?

Sometimes. Under the 2021 International Building Code, a recover is not allowed if the roof already has two or more coverings, or if the existing roof is water-soaked or deteriorated. Core cuts tell the contractor how many layers you have and whether the insulation is dry.

Do I need a permit to replace a commercial roof in Champaign?

Re-roofing generally requires a building permit. In Champaign, permits go through the Fire Department's Building Safety Division, which enforces the 2021 International Codes. Urbana, Savoy and Champaign County have their own building departments, so requirements vary by municipality. Your contractor normally pulls the permit.

Does a roof replacement have to meet the energy code?

Usually, if the existing insulation sits entirely above the deck and the roof is torn off. The 2021 Illinois Energy Conservation Code then generally requires the new roof to meet current insulation levels, often cited as R-30 continuous in this climate zone. Your contractor and building department confirm what applies.

Can my business stay open during a re-roof?

Usually, yes. Most commercial re-roofs are done in sections with the building occupied. Expect noise, some odor depending on the system, restricted areas near hoisting and parking, and short rooftop equipment shutdowns. Ask bidders for a staging plan and how they will protect the interior from debris.

How long does a commercial roof replacement take?

It depends on roof size, the number of layers coming off, weather and crew size. A small single-story building may take days; a large warehouse can take weeks. Central Illinois winters slow adhesives and limit work days, so ask each bidder for a realistic schedule and weather assumptions.
